The urgent need for governments to build a project management culture

To help India achieve her growth goals, it is imperative that governments across the country embrace the culture of project management and acknowledge it as a learnable capability that must be institutionalized in order to start getting better results from the public investment in infrastructure. Project Management Institute (PMI) aims to work with the governments to help build this culture and thereby achieve the nation's growth vision.

MoUs with Government

  • Ministry of Road Transport and Highways
    The Project Management Institute (PMI) India and Indian Academy of Highway Engineers (IAHE) signed a MoU in the presence of Shri Nitin Gadkari, Hon'ble Minister for Road Transport & Highways and Shipping, with an objective to enhance knowledge and project management skills of engineers and project managers which would be critical in the successful delivery of the road transport and highways related infrastructure projects.

    Under this initiative 5-day training programs aligned to A Guide to Project Management Body of Knowledge (PMBOK® Guide) - Sixth Edition for Government officials from different states viz. Uttarakhand, Meghalaya, Assam, Bihar, etc. are being conducted at the Academy.
  • Government of Madhya Pradesh
    Govt. of Madhya Pradesh, under the aegis of Chief Secretary signed a MoU with PMI India in order to promote the discipline of project management across all state projects and also to accomplish expected results within budget, on-time & quality - aligned with the Central government goals and objectives.

    Key Components/ Activities of the Framework include:
    • Establishment of a Central Project Monitoring Group (PMG) and Project Management Offices at various levels of Project Monitoring.
    • Develop Project Management Tools and Processes (Project Implementation Manuals).
    • Awareness and Capacity Building (Include Training and Case Studies) in the sector of Project Management
  • Around 1630 MP Govt. officials are currently being trained which include Chief Engineers, Project Managers, Engineers, etc.
  • PMI is working with the State Governments of Gujarat, Telangana, Rajasthan, Kerala etc. with a view to institutionalize Project Management practice and discipline across all the state projects. Take for instance, the example of Gujarat Informatics Limited (GIL) which has built project management capability of its professionals on PMI Global Standards.

Successful programs

  • Standardization Testing and Quality Certification (STQC), Ministry of Electronics & Information Technology (MeitY), Govt. of India (GOI)
    Recently, PMI in association with STQC, developed Project Management Frameworks for e-Governance Projects under Digital India Program. The Standard has already been exposed for public review and will soon be released by MeitY. This Standard will be recommended by the Ministry for use in all e-Governance projects pan India, including projects under both Central and State Govt. Departments.
  • Department of Personnel and Training (DoPT)
    DoPT acknowledged the value and importance of project management. Accordingly, they have advised the Department of Public Enterprises (DPE) to take up this important subject with the PSUs both at the Central and State level. The objective is to incorporate project management training during the induction and in-service training programs imparted to the officials.
  • Department of Public Enterprises (DPE)
    DPE has made training on project management a part of performance indicator for the PSEs in the MoUs that they sign with them every year.
  • Working with National Institute for Smart Government (NISG)
    In order to promote the culture of Project Management in e-Governance projects in India, PMI joined hands with National Institute for Smart Government (NISG) to execute the National e-Governance Programme (NeGP). Under this initiative, PMI partnered with NISG to design and develop a customised training content / courseware for project officials working on e-Governance projects in various Central and State / UT departments across the country.

  • Working with Ministry of Statistics and Programme Implementation (MoSPI), Govt. of India
    PMI and MoSPI successfully organized a delegation of senior PSU practitioners to China and USA with an objective to provide them first hand exposure to the best project management practices adopted by leading State Owned Enterprises of respective countries. A Study was also conducted to highlight the major reasons for the time and cost overruns across major sectors in infrastructure projects. PMI is also currently working with MoSPI on a Study on "Revamping Project Management- Preventable Causes and Corrective Recommendations". The overall objective would be to gauge the progress of projects, do the gap analysis and also bring out the successful practices and core issues in implementing large infrastructure initiatives of the Government.
  • Working with Key Public Sector Enterprises (PSEs)
    PMI has been working closely with key PSEs including Oil & Natural Gas Corporation (ONGC), National Thermal Power Corporation (NTPC), Steel Authority of India Limited (SAIL), Power Grid Corporation of India Limited, Hindustan Aeronautics Limited (HAL) and Bharat Electronics Limited (BEL), among others, to inculcate project management culture within the functioning of these key organisations.
  • PMBOK® Guide in Hindi
    In order to expand its reach and build project management capacities at grassroots level of implementation, PMI translated its Global Standard for project management - A Guide to the Project Management Body of Knowledge (PMBOK® Guide) into Hindi.
